Biography

An HEC Montréal alumnus (1945), he helped create the Association coopérative étudiante des HEC (1944), today the HEC Montréal Co-op, and began teaching at the School as a Professor of Economics (1945–1964 and 1978–1987). He pursued his career as Executive Director of the Conseil d’orientation économique du Québec and then as founding Director of the Office de planification du Québec and founder of the École nationale d’administration publique (ÉNAP) in 1969.
