Exemptions for persons residing in Canada
Depending on your situation and your study program, you could be eligible for a lower tuition rate based on the exemption categories below. To receive these rates, you must have legal status in Canada.
Citizens, residents, and Indigenous people
Residence in Quebec
Clientele
You will receive the Quebec tuition rate if you are a resident of Quebec according to one of the criteria below or if one of the situations listed in part 2 of the Attestation of Québec Resident Status applies to you.
- You were born in Quebec or registered with the Quebec Civil Status Register
- You hold a Québec Selection Certificate
Documents to provide
If you studied in a subsidized public Cégep program, you do not need to provide any documents.
Your birth certificate issued by the Directeur de l'état civil, complete with your father’s name, your mother’s name, and where in Quebec you were born (short form not accepted). This document must be certified if the place of birth is in a province other than Quebec or a country other than Canada.

PhD Program
Clientele
You will receive the Quebec tuition rate if you are enrolled in a PhD program.
Exclusions
Does not apply to courses outside your program or independent study programs. In such cases, the Canadian tuition rate (non-resident of Quebec) applies along with a supplemental increase.
Documents to provide
Study programs in French
Clientele
You will receive the Quebec tuition rate if you are enrolled in one of the following programs:
- Certificates
- Short Graduate Programs (D.E.S.S.)
- Short Undergraduate Programs
- Short Graduate Programs
- Master’s degrees offered in French excluding the following specializations:
- International Business
- Social Innovation Management
- Private and Public Sectors
- Management of Cultural Enterprises (before fall 2024)

Does not apply for courses outside your program. In such cases, the Canadian tuition rate (non-resident of Quebec) applies along with a supplemental increase.

Documents proving your legal status
- The following documents are considered valid proof of a Canadian address:
- A health insurance card issued by the Quebec government, another Canadian province, or a Canadian territory
- A valid driver’s licence or learner’s licence for Quebec, another Canadian province, or a Canadian territory
- A municipal or school tax bill (max. one year ago)
- Record of employment or pay slip (max. three months ago)
- Certificate or statement of home or car insurance (max. one year ago)
- Mail received from the government (max. one year ago)
- Transcripts issued by a school in Canada (max. one year ago).

Clientele
You can receive the Quebec tuition rate if professional order or organization overseeing a regulated profession in Quebec has issued a request for you to take a course.
